The Philippine Center for Civic Education and Democracy (PCCED), a non-stock, non-profit organization dedicated to the effective promotion of good citizenship in a democracy through education, is seeking qualified candidates for the post of Program Officer and Field Officers (2 vacancies) for its project, “Promoting Democratic Values in the Barangays of Gubat, Sorsogon.”
PROGRAM OFFICER
Working directly under the Program Manager, the role of the Program Officer is to lead the local project team in Gubat, Sorsogon in the implementation of the Barangay Rule of Law and Participatory Budgeting projects and provide technical assistance throughout the project’s implementation under the duration of these terms of reference. This would also entail working in coordination with the project team in Manila during the project’s period of technical and financial reporting to the funder.
Responsibilities
- Implement faithfully the the annual work plan as well as the project objectives and deliverables under the supervision of the Program Manager.
- Analyze and compile data and crafts the monthly technical report to be submitted to the Program Manager
- Collate requisite literature on matters related to the project, such as research for program content
- Directly assist the delegates and participants throughout the program’s implementation period to ensure that all activities are executed in accordance to the project’s general and specific objectives
- Assist the Program Manager during the evaluation and reporting period of the project cycle, through crafting the technical and part of the financial report
- Directly relates with the participants through regular communication and monitoring of their activities in relation to the project
- Facilitate the community visits in coordination with the Field Officer
- Plan the monthly coordination meeting agenda for the barangay officials and Participatory Budgeting delegates in coordination with the Program Manager and person/s related to PCCED’s Barangay Programs
- Act as liaison officer between the Manila program management team and the relevant government agencies in the municipality in Gubat including the office of the Mayor.
- Give a monthly report on the implementation of the activities in Gubat following the prescribed format
- Supervise the logistics of activities in Gubat
- Handle the finances of the Gubat office in accordance to the policies of PCCED and sound accounting practices.
Qualifications
- Bachelor’s Degree related to the field of development studies, political science, public administration, community development or related fields in the Social Sciences.
- At least 5 years’ experience in community development or NGO and development work.
- Demonstrated skills in training and facilitation in the areas of civic education and people empowerment is desirable
- S/he must have good interpersonal and excellent organization skills, and is an independent team player
- Knowledge of the language and the socio-political conditions of Gubat and Sorsogon is an advantage
- Knowledgeable in modern office procedures and Microsoft Office programs
FIELD OFFICER
The Field Officer in Sorsogon will be assisting the Program Officer in the facilitation of the project of Promoting Democratic Values in the Barangays of Gubat, Sorsogon as well as ensure that the project is implemented according to its stated objectives.
Responsibilities
- Provide a focal point for advice on data collection, surveys, data analysis and data distribution in the Municipality of Gubat
- Attend to the meetings of the platforms of Lupon members and participatory budgeting council
- Coordinate, facilitate and monitor the project proposals of the PBC in the barangays of Gubat
- Provide for regular effective communication and flow of data between the barangays and the PCCED office
- Compile and prepares briefing/progress reports
- Support the management of the PCCED field office like undertaking various inventory and logistical assignments.
Qualification
- Bachelor’s Degree related to the field of development studies, political science, public administration, community development or related fields in the Social Sciences.

FINANCE AND ADMINISTRATIVE OFFICER
The Philippine Center for Civic Education and Democracy (PCCED), a non-stock, non-profit organization dedicated to the effective promotion of good citizenship in a democracy through education, is seeking qualified candidates for the post of finance and administrative officer (FAO). The FAO focuses on two areas of management: administrative duties and financial reporting tasks.
We are looking for a finance and administrative professional to help the organization record and report financial information in accordance with industry standards, donor agencies’ requirements and corporate policies. The FAO is also expected to perform administrative tasks by assisting in the day-to-day operations of PCCED.
REQUIREMENTS:
1. Candidate must possess at least a Bachelor’s Degree in finance, accountancy, administration, management or its equivalent.
2. Candidate must be computer literate. Knowledge of QuickBooks and other accounting software is an advantage.
3. Candidate must be highly organized, committed and has the ability to pay attention to details.
