Mission Statement

The mission of the PCCED is the effective promotion of good citizenship in a democracy through education.

By “good citizenship” we mean a reasoned commitment to fundamental democratic values and principles manifested in an active engagement in civic life in the Philippines.
The goals for the Philippine Center for Civic Education and Democracy are to:

1. Develop Content, Methods and Strategies for the Teaching of Civic Education 

To develop pedagogy for effective teaching of civic education in the Philippine context
To translate student and teacher materials into vernaculars
To establish Alternative and Non-formal Education Programs in Civics and Democracy for Adults and Out-of-school Youth
To have CETS cover schools in cities across the country – public, private, at the elementary and high school levels
To conduct high-profile Project: Citizen pilots throughout the country, supported by the local government units
To initiate and sustain the “Democracy Camp” and other activities in the Philippines

2. Develop and Implement Teacher Training Programs on Civic Education 

To train the teachers in the teaching of government processes and structures to students of basic education
To train and support a growing cadre of educators and other stakeholders who will utilize the content of the center for civic education work in the Philippines
3. Create and Implement Monitoring and Evaluation Mechanisms for Civic Education 

4. Generate and Publish Research Related to Civic Education in the Philippines

5. Develop Standards and Curriculum Framework for Civic Education

6. Develop and Implement Leadership and Network Training Programs

7. Strengthen the Capacity of the Center as a Leading Institution for Civic Education in the Philippines

To generate enough resources to support all center activities
To create a secretariat that will handle the day-to-day operations of the center
To serve as an advocacy center to influence policy for the promotion of civic education
8. Develop and Sustain Relationships with other Stakeholders to Strengthen Civic Education 

To be recognized by the Department of Education as a key partner for improving civic education
To develop platforms for collaboration between home, school, and community in civic education
To establish a network of local government officials who support civic education initiatives
